Some changes are going to be made in the Manitoba Provincial Nominee Program (MPNP) in the upcoming year. Some of the existing programs will go through modifications and new pathways to being a permanent residence in the province will open up.

The Manitoba Provincial Nominee Program (MPNP) operates three distinct programs which are grouped under two streams.

1.Skilled Worker Stream:

 a) Skilled Workers in Manitoba

 b) Skilled Workers Overseas

2.Business Stream:

 a) MPNP for Business (MPNP-B)

And now the renewed MPNP will be operating seven distinct programs grouped under three streams, as follows:

1.International Education Stream

 a) Career Employment Pathway

2.Business Investor Stream

   a) Entrepreneur Pathway

   b) Farm Investor Pathway

3.Skilled Workers in Manitoba Stream

  a) Manitoba Experience Pathway

   b) Employer Direct Recruitment Pathway

4.Skilled Workers Overseas Stream

   a) Manitoba Express Entry Pathway

  b) Human Capital Pathway

In-Demand Occupations list will also be featured in the modified MPNP which will be updated regularly. However, there will be some pathways which would require work experience as an eligibility requirement in the occupations listed on the list.

The MPNP has released a timeline of all the implementations, to make it feasible for the applicants following the updates on new programs being launched.

The In-Demand Occupations list will help and guide the applicants present in the Manitoba’s Expression of Interest that which applications will be prioritized on what basis.

There is a new Business Investor Stream (BIS) which will replace the old current MPNP-B, and it will also give the liberty to Manitoba to recruit business investors and entrepreneurs.

The applicants who are looking to start or open business in Manitoba will be guided through the Entrepreneur Pathway and Farm Investor Pathway will be focusing on the applicants who want to establish farms and operate in the rural Manitoba.

The International Education Stream (IES) will be focusing on the international students and will help in the permanent residency also the students need to be aligned with the occupations in the ln-Demand list.

The Skilled Worker Overseas Stream (SWO) will be focused on the international skilled workers aligning with the in-skilled demand.

Human Capital Pathway will be for the international skilled worker having skills aligned with the In-Demand occupation list.

Manitoba Express Entry Pathway will be the program providing a pathway to permanent residence to the applicants present in the federal Express Entry pool with experience.

The Skilled Worker in Manitoba Stream (SWM) will be providing ways to permanent residence for the candidates already present in the province.

Manitoba Work Experience Pathway will be targeted towards temporary foreign workers in Manitoba, the international students who have graduated outside the province, and the international students who have graduated from Manitoba but are not working in jobs aligned with the In-Demand Occupation list.

The Employer Direct Recruitment Pathway will be the program allowing the pre-approved candidates to sponsor foreign workers who have a job offer with permanent residence.

It has been announced that the new MPNP programs would require the candidates to have a work experience or a training based experience in the occupations aligning with the In-Demand Occupations list. However, the list will be regularly updated as the demands for the Manitoba’s labor market changes, so interested candidates are advised to be present in the loop of all these changes.

The In-Demand Occupation List will be identifying the occupations by the National Occupational Classification (NOC) codes. However the minimum languages proficiency to apply depends on the NOC code that an applicant is claiming for.

There might be some variations in the language proficiency that the candidate is applying to but generally the minimum language proficiency required is:

  1. CLB/NCLC 7 for Regulated Occupations
  2. CLB/NCLC 6 for Compulsory Trades
  3. CLB/NCLC 5 for all other NOC 0, A, or B occupations
  4. CLB/NCLC 4 for NOC C or D

It is expected that the renewed Manitoba Express Entry pathway would excite so many candidates already present in the federal Express Entry pool. It will be launching in January 2018 and the first draw would take place that month only.

The Express Entry profiles remain to be active for 12 months so many of the candidates present in the pool will benefit from this program.

Candidates who successfully apply from this program would be obliged to get a provincial nomination and also additional 600 Comprehensive Ranking System (CRS) points, which in other words would be virtually guaranteeing that they would receive an invitation to apply for permanent residence in the next draw of Express Entry.
